Starter won't start

I've tried to get a starter going on two different occasions.  I use filtered water and whole wheat to start, skip feeding 2nd day (with a stiring), WW feeding on 3rd day, then AP feedings subsequent days.  Ambiente temp is about 70.  First time I started with addition of honey.  Even after 7 days I get no sign that anything is happening.  What gives?  Could my whole wheat be too old?
